Summary of Role Raytheon UK has an opportunity for an experienced Programme Manager/PMO Lead to fulfil the role of Head of IT PMO within the UK Information Technology function. The IT function is responsible for the design and delivery of IT services to all business functions and UK Programmes to successfully enhance and enable operational business delivery and growth. The role is accountable for assurance, oversight and reporting across all IT major change requests, projects and programmes to ensure the IT organisation delivers its committed programme of works to meet the RSL strategic plan, annual operating plan, whilst developing and delivering the underpinning technology strategy and capability roadmaps to agreed business targets.
Main Duties ? Ownership of the end to end demand and change fulfilment process, where this is project or programme related, including governance and reporting throughout the lifecycle. ? Manage the IT PMO function, providing project governance, reporting, mentoring and oversight across an extended community of professional project managers, and senior IT delivery staff in project lead roles. ? Own and chair the periodic Project Review Board to ensure governance, progress and alignment to project delivery reporting and required business outcomes. ? Lead standards definition, toolsets, policy and process that guide project delivery in line with industry best practice. ? Lead the development and application of an industry standard systematic management framework to define and deliver a portfolio of programmes, projects and major change requests in support of specific business strategies and objectives. ? Lead the implementation of a strategic investment appraisal and decision making process based on a clear understanding of cost, risk, interdependencies and impact on existing business activities enabling measurement and objective evaluation between potential changes and the benefits to be realised. ? Lead the regular review of the portfolio including the prioritisation of changes to be implemented and associated resource utilisation. ? Provide assurance in the identification, planning and coordination of delivery including policy and standards on documentation of requirements, and quality targets with key stakeholders. ? Organise scoping and business priority setting for strategic business changes involving business policy makers and direction setters. ? Govern that there is a business perspective on how any new technical capabilities will be integrated into the business including planning around key business cycles and selecting appropriate migration approaches. ? Lead monitoring of effective realisation of anticipated benefits as specified in the business case for a change programme or project. ? Support the RUK financial annual cycle through setting then meeting or exceeding financial objectives through improved cost management, team utilisation, and customer billable work opportunities. ? Effectively manage team growth and development including mentoring, delegation, effective 1-2-1 discussions, quarterly Goal Reviews and personal development discussions. Lead your direct reports in accordance with Raytheon's policies and procedures. ? Ensure cross training and rotation opportunities are identified and implemented, with an effective up to date skills matrix, skills gaps and training needs. ? Engage closely with the rest of the department working towards achieving strategic, departmental, and team business objectives. ? Identify development opportunities for yourself and individual direct reports against the RSL Leadership Behaviours and Team Effectiveness Models ? Deliver cross functional improvement projects were applicable utilising the Raytheon 6 Sigma methodology. Demonstrable Skills and Levels - SFIA Foundation Definitions ? Essential ? 10+ years experience of relevant project, programme or PMO management experience. ? Prince 2 Practitioner, PMI, PMP or equivalently qualification in similar project and programme management methodologies. ? Proven track record of successful management of programme and project delivery across complex regulated matrixed environments. ? Knowledge of Service Management disciplines including engagement, design, delivery and maintenance lifecycles in a technology or IT services domain. ? Thorough understanding of ITIL best practice. ? Demonstrable relationship and stakeholder management skills, with the ability to build successful relationships with senior customer, senior management, business and technical teams to provide proactive assurance whilst supporting delivery agility. ? Proven track record of negotiation and conflict management experience in a complex matrix structure. ? Excellent communication skills in written and oral presentation ensuring that PMO reporting is concise, consistent, transparent and pragmatic. ? Proven ability of leadership qualities within virtual teams and multi-party environments. ? SC cleared or the ability to become SC cleared.
Desirable ? Experience and certifications in any of the following are highly desirable: Programme and Project Support Office (BCS Professional Certification), PPSO - Portfolio, Programme and Project Offices (APMG - P30), Managing Successful Programmes (MSP?), Management of Risk (M_o_R), Management of Value (MoV), Portfolio, Programme and Project Management Maturity Model (P3M3), or other PMO qualifications.
